My graduate level program is Homeland Security, and my class is Homeland Security and Defense

I would like to focus my Weapons of Mass Destruction, specifically, dirty bombs. What is the likely hood of a dirty bomb actually getting into the US, and being detonated in a large population? Would the emergency management system be prepared?
